The root cause was Room `2.3.0` This https://github.com/xerial/sqlite-jdbc/issues/450 pointed me to the solution
Solution A
add
`kapt "org.xerial:sqlite-jdbc:3.34.0"`
it includes this https://github.com/xerial/sqlite-jdbc/releases/tag/3.32.3.3

Simply use Room `2.4.0-alpha03`
