CASE WHEN test IS NULL AND SUBSTR(('99999999' - Tst_Date),1,4) > 2009 THEN 'Medi'
WHEN test IS NULL AND SUBSTR(('99999999' - Tst_Date),1,4) < 2009 THEN 'hills'
ELSE test
END AS "Phy"
