Put `<h:outputText>` inside `<h:commandLink>`.

<h:commandLink action="#{managerBean.searchQuestion}">
    <h:outputText value="#{question.creationDate.time}">
        <f:convertDateTime type="both" dateStyle="short" />
    </h:outputText>
    <f:setPropertyActionListener target="#{managerBean.questionID}" value="#{question.ID}" />
</h:commandLink>
