You can download the command line tools for OS X Mavericks manually from here:

Problem
I have problems with my macport after update to OS X 10.9. I try to follow this manual https://trac.macports.org/wiki/Migration to fix them. But when I install Command Line Tools: xcode-select --install I get message Can't install the software because it is not currently available from the Software Update server. Meanwhile I successfully updated my other machine to OS X 10.9. and installed command-line tools with no problems, so they must be available. What is the problem here?
