You can set the Effect as a whole in the setter.value

 <Setter Property="Margin" TargetName="ButtonBorder" Value="13,13,7,7" />
    <Setter Property="Effect" TargetName="ButtonBorder" >

         <DropShadowEffect ShadowDepth="2" />
      </Setter.Value>
    </Setter>
